भोपाल। देश में वस्तु एवं सेवा कर (जीएसटी) के लागू होने के बाद दशहरे पर इसका असर दिखाते हुए मध्यप्रदेश में दशानन परिवार ने भी अपने 'भाव' बढ़ा लिए हैं।
 
केंद्रीय उत्पाद एवं सीमा शुल्क बोर्ड ने जीएसटी की जो दरें निर्धारित की हैं, उनमें रावण के पुतलों को बनाए जाने वाले कई सामान जैसे पटाखे और पेंट 28 फीसदी के दायरे में रखे गए हैं। इसके चलते इन पुतलों की कीमतों में पहले की तुलना में इजाफा हो गया है।
 
पुतले बनाने वाले कई कलाकारों ने इसका एक समाधान पुतलों की लंबाई कम करके निकालने की भी कोशिश की है। इसके बाद भी कलाकारों का दावा है कि छोटी कॉलोनियों में पुतला दहन करने वाले लोग इस बार मेघनाद और कुंभकर्ण को 'गायब' करते हुए सिर्फ रावण से ही काम चलाने की जुगत में हैं।
 
भोपाल में करीब 25 साल से रावण के पुतले बनाने का पीढ़ी-दर-पीढ़ी काम संभाल रहे वंशकार परिवार के सदस्य सुरेश प्रसाद वंशकार ने कहा कि पेंट, पटाखे और अरारोट जैसा सामान महंगा होने के चलते इस बार पुतलों की कीमत में इजाफा हुआ है। पुतले करीब 500 रुपए प्रति फुट के हिसाब से बिकते हैं, पहले 60 फुट तक के पुतले बनाए जाते थे, इस बार कम लंबाई वाले पुतलों की मांग ज्यादा आई है।
 
वंशकार परिवार ने इस बार दशानन के 16 पुतले बनाए थे, लेकिन अब तक मात्र नौ पुतले ही बिक पाए हैं। परिवार को पिछले साल बारिश के चलते भी नुकसान उठाना पड़ा था। वहीं राजधानी के ही एक अन्य कलाकार राकेश रजक ने बताया कि बड़ी आयोजन समिति वाले मैदान का किराया ज्यादा होने का हवाला देते हुए रावण के दामों में भाव-ताव कर रहे हैं, वहीं छोटी कॉलोनियों में पुतला दहन करने वाले कई लोगों ने सिर्फ रावण से ही काम चलाने का भी रास्ता अपनाया है।
 
कलाकारों के मुताबिक दशानन परिवार के पुतले बनाने में रद्दी, सूत, अरारोट, मैदा, कपड़ा, पटाखे और पेंट का मुख्य तौर पर इस्तेमाल होता है। सूत, मैदा और एक हजार रुपए से कम की दर का कपड़ा जीएसटी के दायरे से बाहर रखे गए हैं। पेंट पर जीएसटी लागू होने से पहले करीब 24 फीसदी टैक्स लगता था, वहीं पटाखों की कीमतों में भी जीएसटी के बाद इजाफा हुआ है।
 
देश में एक जुलाई से जीएसटी लागू हुआ है। उसके बाद देश में मनाए गए रक्षाबंधन के पर्व पर भी जीएसटी को लेकर खासा असमंजस पैदा हुआ था। इसी बीच केंद्रीय उत्पाद एवं सीमा शुल्क बोर्ड ने स्पष्टीकरण जारी कर कहा था कि कलावा या रक्षा सूत्र के रूप में राखी पर जीएसटी नहीं लेगा, वहीं अन्य पर उनमें इस्तेमाल होने वाली सामग्री के मुताबिक जीएसटी लागू होगा। भोपाल में दशहरे पर लगभग 30 स्थानों पर छोटे-बड़े पुतलों का दहन किया जाता है। (वार्ता)
