World Hindi Day on January 10th: भारत भारती का जयघोष हर दिशा में हो रहा है, बंकिम बाबू द्वारा लिखित और भारतीय संविधान में वर्णित राष्ट्रीय गीत वन्दे मातरम् अपने 150 वर्ष की यात्रा को उल्लेखित कर रहा है और इसी के साथ भारतीय संविधान भी अपने लागू होने के 76 वर्ष पूर्ण कर चुका और 77वें वर्ष में प्रवेश कर रहा है।

उसी संविधान में जिसे 14 सितम्बर 1949 को राजभाषा का दर्जा दिया। ऐसे ही हिन्दी भाषा भी अपने संवैधानिक अधिकार के 77वें बसंत में प्रवेश कर रही है। इन सबके साथ-साथ 1975 में हुए पहले विश्व हिन्दी सम्मेलन की वर्षगांठ के उपलक्ष्य में 10 जनवरी को मनाए जाने वाले विश्व हिन्दी दिवस की आयु 51वें वर्ष में प्रवेश कर रही है।

बीते 76 वर्षों में भारत में हिन्दी बोलने, सुनने और समझने के साथ-साथ प्रथम भाषा के तौर पर हिन्दी स्वीकार करने वालों की संख्या में भी वृद्धि हुई है तो वैश्विक स्तर पर भी हिन्दी ने अपना ध्वज लहराया है। चिन्ता इस बात की नहीं है कि लोग हिन्दी बोल नहीं रहे किन्तु चिंता यह अवश्य है कि हिन्दी में रोजगार के अवसर घट रहे हैं।

वैश्विक रूप से हिन्दी तो भारतीय संस्कृति का भाषाई परिचय है, और यह भारत के सांस्कृतिक ताने-बाने को मजबूत भी करती है। कारण साफ़ है, भारत के 11 से अधिक राज्यों की राज्य भाषा हिन्दी होने के साथ-साथ विश्व के कई अन्य देशों में 60 करोड़ से अधिक लोग हिन्दी बोलते हैं।

भारत के अतिरिक्त नेपाल, मॉरीशस, फ़िजी, गुयाना, सूरीनाम, त्रिनिदाद एंड टोबैगो, दक्षिण अफ़्रीका, सिंगापुर, संयुक्त अरब अमीरात और यूनाइटेड किंगडम, पाकिस्तान जैसे देशों में हिंदी बोलने वाले आसानी से मिल जाते हैं।

चूंकि मॉरीशस जैसे देश तो भारतीय पर्यटकों के लिए एक लोकप्रिय जगह है और यहां हिन्दी भाषा का विशेष महत्व है। यहां लगभग एक-तिहाई लोग हिन्दी बोलते हैं। हालांकि अंग्रेजी और फ्रेंच यहां की आधिकारिक भाषाएं हैं और स्थानीय लोग क्रियोल को रोजाना के जीवन में ज्यादा बोलते हैं, लेकिन हिन्दी का स्थान भी मजबूत है।

स्कूलों में हिन्दी पढ़ाई जाती है और भारतीय मूल के लोग इसे गर्व से अपनाए हुए हैं। इस कारण मॉरीशस में हिन्दी का प्रभाव साफ़-साफ़ देखने को मिलता है। यही स्थिति वैश्विक स्तर पर भी दिखाई देने लगी है, जिसके कारण हिन्दी का परचम दुनिया में दिखने लगा है।

स्पष्ट रूप से कहें तो हिन्दी भारत का न केवल भाषाई परिचय है बल्कि भारत के बाजार में ग्राहकों की अनिवार्यता है। भारत का सांस्कृतिक वैभव और भारतीयता का अनुशासन भी है।

संयुक्त राष्ट्र के वैश्विक संचार विभाग (DGC) की मुखिया और अवर महासचिव मैलिसा फ़्लेमिंग ने कहा था कि ’भाषा दुनिया के लिए हमारी कुंजी है, जो विभिन्न संस्कृतियों को आपस में जोड़ती है, नवाचार को स्फूर्ति देती है, और राजनय व बहुपक्षवाद के लिए टिकाऊ बुनियाद तैयार करती है। इसी कारण से, हिन्दी भाषा भी संयुक्त राष्ट्र के लिए बहुत अहम है।’

किसी राष्ट्र की संस्कृति उस राष्ट्र की उन्नति अथवा अवनति निर्धारित करती है। और जितना समृद्ध सांस्कृतिक ढांचा रहेगा, राष्ट्र उतना मजबूत और प्रखर बनेगा। इसीलिए भाषाई वैभव को समृद्ध करने की दिशा में कार्य भी करने होंगे, अन्यथा राष्ट्र की समृद्धता प्रभावित होगी।

बीते 1000 वर्षों का तो हम फिर भी छोड़ दें किन्तु 77 वर्ष की यात्रा में हिन्दी के वैश्विक विस्तार का कार्य धीमी गति से चल रहा है, यह अधिक चिंता का विषय है। भाषाई सौष्ठव की सबलता के लिए जन-जन को स्वतः ही हिन्दी को अधिक से अधिक प्रयोग में लाना होगा। तभी हिन्दी को भारत के मुकुट के रूप में स्थापना मिलेगी।
