उधड़ती सड़कें, गिरते पुल देश में बयां कर रहे विकास की डरावनी दास्तान

कहां है सुपर स्ट्रक्चर बनाने का दावा करने वाले?

Gujarat modal Of Development collapse : कहीं सड़कें उखड़कर और उधड़कर बर्बाद हो गईं, कहीं धड़ाधड़ पुल गिर रहे हैं। राजधानी दिल्‍ली में उखड़ी सड़कों के गड्डों में लोग गिर कर मर रहे हैं। कहीं गंदे चेंबरों की सफाई करने उतरे सफाईकर्मियों की मौत हो रही है।

आलम यह है कि जिन प्रतिमाओं और विकास कार्यों के खुद पीएम नरेंद्र मोदी ने उद्धाटन किए वो भी भरभराकर ध्‍वस्‍त हो रहे हैं। स्‍मार्ट सिटीज के नाम से डेवलेप किए जा रहे शहरों की हालत खराब है। फिर देशभर में सुपर स्ट्रक्चर बनाने का ये कैसा दावा किया जा रहा है। उत्‍तर प्रदेश, बिहार और मध्‍यप्रदेश को तो छोड़ ही दीजिए, खुद पीएम नरेंद्र मोदी का स्‍टेट और देश में विकास का मॉडल माना जाने वाला गुजरात भी इस बारिश में ध्‍वस्‍त होता नजर आ रहा है। ये कैसा सुपर स्ट्रक्चर विकास है।

ये क्‍या हुआ पीएम मोदी के स्‍टेट का हाल : यूपी, बिहार, झारखंड और मध्‍यप्रदेश में करोड़ों का बजट खा गए सड़कों और पुलों का तो हाल पूरे देश ने देख लिया है। लेकिन जिस गुजरात को पूरे देश में विकास मॉडल बताया जा रहा था, पीएम नरेंद्र मोदी के उसी स्‍टेट गुजरात की बदहाली देखकर आंखों से आंसू आ रहे हैं। गुजरात मॉडल की पूरे देश में मिसालें दी जाती थीं, लेकिन हाल ही में गुजरात में हो रही भारी बारिश में पूरे स्‍टेट की हकीकत को उघाड़ कर रख दिया।

स्‍टैचू ऑफ यूनिटी जाने वाली सड़क के फोटो देखकर लग रहा है कि मानो यहां बम गिराकर सड़क को बर्बाद किया गया है। सोशल मीडिया में मीम बन रहे हैं। लोग कह रहे हैं... यह खाकरा है, यह फाफड़ा है...

इसके साथ ही सूरत, वडोदरा, वलसाड, जामनगर, द्वारका आदि कई शहरों की सड़कें बदहाल हो चुकी हैं, जिनके फोटो सोशल मीडिया में वायरल हो रहे हैं।

युद्ध से ज्‍यादा मौतें सड़क हादसों में : गडकरी
खुद स्‍वीकार कर रहे विकास करने वाले : दिलचस्‍प बात तो यह है कि आम लोग ही नहीं, बल्‍कि विकास करने वाले केंद्र सरकार के मंत्री खुद इस बात को स्‍वीकार कर रहे हैं कि देश में सड़कों की हालत भयावह हो चुकी हैं। केंद्रीय सड़क परिवहन एवं राजमार्ग मंत्री नितिन गडकरी ने बुधवार को कहा कि भारत में युद्ध, आतंकवाद और नक्सलवाद से भी अधिक लोगों की मौत सड़क दुर्घटनाओं में होती है। जाहिर है सरकार के नुमाइंदे खुद मान रहे हैं कि सड़कों की हालत यह है कि यहां युद्ध, आतंकवाद से ज्‍यादा लोग तो हादसों में मर रहे हैं।

केंद्रीय मंत्री गडकरी के मुताबिक भारत में हर साल 5 लाख दुर्घटनाएं होती हैं, जिनमें 1.5 लाख लोगों की मृत्यु होती है, जबकि 3 लाख लोग घायल होते हैं।

इंदौर में पेचवर्क में फूंके 50 करोड़ : देश का कोई ऐसा शहर नहीं है, जहां से बदहाल सड़कों के नजारे सामने नहीं आ रहे हैं। दिल्‍ली में गड्डों से लोग हलाकान हैं। क्‍या जयपुर, क्‍या लखनऊ। इंदौर में तो बदहाल सड़कों ने स्‍मार्ट सिटी की भ्रमित करने वाली कहानी को ही उजागर कर दिया है। इंदौर के स्‍थानीय मीडिया की रिपोर्ट बताती है कि यहां पिछले 5 साल में एक भी डामर की सड़क नहीं बनाई गई है। जबकि ठीक इसके उलट सिर्फ पेचवर्क के नाम पर 50 करोड़ फूंक दिए गए।

दरकने लगा 39 करोड़ का पुल : यहां तक कि हाल ही में 39 करोड़ की लागत से इंदौर के तीन इमली का पुल धंस गया है। ब्रिज का एक हिस्‍सा टूटकर गिर गया।

सिंगापुर के दावे, चटक रहे पुल : सोहना-गुडगांव रोड जो दिल्‍ली-मुंबई एक्‍सप्रेस वे के नाम से जाना जाता है। यह पुल यातायात के लिए शुरू हो गया है, लेकिन यहां अभी मरम्‍मत काम चल रहा है और चेतावनी लिखी गई है कि धीमे चलिए, सुधार कार्य चल रहा है। यह पुल टिल्‍ट भी होने लगा है।

ये पुल टिकते क्‍यों नहीं : बता दें कि सिर्फ बिहार में ही इस साल महज 17 दिनों में 12 पुल गिर चुके हैं। दूसरे राज्‍यों में भी पुल गिरने की घटनाएं होती रही हैं। वहीं, पूरे देश का रिकॉर्ड देखें तो एक रिपोर्ट के मुताबिक भारत में 1977 से 2017 के बीच 2130 पुल गिर चुके हैं। (हालांकि इनमें नाले और फुटओवर ब्रिज तो शामिल किए ही नहीं गए हैं।) इस रिसर्च के हिसाब से भारत में पुल की औसत आयु 34.5 साल है। वहीं, पिछले कुछ सालों में पुल गिरने की घटनाओं पर नजर मारें तो फैक्टली की एक रिपोर्ट में एनसीआरबी के डेटा के हिसाब से बताया गया है कि साल 2012 से 2021 के बीच 214 पुल गिरने के केस दर्ज हुए हैं। पिछले 10 साल में 214 पुल गिरने की घटनाएं दर्ज की गईं हैं।

विकास की डरावनी दास्‍तान

क्‍यों गिर रहे पुल : पुल गिरने की वजहों में डिजाइन, पुल बनाने में इस्तेमाल हुआ खराब मटैरियल, लापरवाही और उम्रदराज कारण है। इसके अलावा प्राकृतिक आपदा से पुल गिरने की अहम वजह है। बता दें कि देश के कई शहरों में स्‍मार्ट सिटी प्रोजेक्‍ट चल रहे हैं कहीं मेट्रो रेल प्रोजेक्‍ट हैं तो कहीं औद्योगिक स्‍मार्ट सिटी बनाए जाने की योजना है, लेकिन वहीं दूसरी देश के शहरों में बदहाल सडकों और गिरते पुल विकास की डरावनी दास्‍तान बता रहे हैं।
