राहुल गांधी कह रहे हैं कि वो संसद में नोटबंदी पर बोलेंगे तो भूकंप आ जाएगा। उनके बोलने से क्या आएगा कहना मुश्किल है लेकिन ये तो साफ है कि आतंकियों के लश्कर में भूकंप जरूर आ गया है। आम लोगों को दिक्कतें हो रही हैं लेकिन आतंकियों को हो रही दिक्कत आम लोगों को परेशानियों के बावजूद सुकून दे रही हैं। नोटबंदी ने पाकिस्तान समर्थित आतंकियों की हालत खराब कर दी है। यही वजह है कि एक के बाद एक जम्मू कश्मीर में बैंकों पर आतंकियों के हमले हो रहे हैं और वो नए नोट जुगाड़ने की कोशिश में जुटे हुए हैं। आम तौर पर आने वाली दिक्कतों से कोई भी नहीं बचा है। खुद मेरी जेब में पैसे नहीं हैं और बैंक की लाइन में लगने की ना हिम्मत है ना समय, इसके बावजूद नोटबंदी से आतंक पर हुई चोट से बड़ी राहत मिल रही है।

नोटबंदी के बाद घाटी में आतंकी बुरी तरह से पस्त हो गए हैं। उनके पास अब पाकिस्तान के छापे नकली नोटों को चलाने की गुंजाइश नहीं बची है। चाहे विकास हो या बर्बादी, पैसा दोनों के लिए लगता है। आतंक के आका इस पैसे का इस्तेमाल हथियारों और आतंकी हमलों के लिए करते हैं। ताजा घटना में पुलवामा में आतंकियों ने बैंक पर हमला कर 10 लाख की लूट की है। पिछले एक हफ्ते में ही ये दूसरी घटना है। इस घटना से सुरक्षाबलों की मुस्तैदी पर तो सवाल खड़े हो रहे हैं लेकिन साथ ही आतंकियों की बौखलाहट भी सामने आ रही है। जो लोग काले धन पर सवाल पूछ रहे हैं उन्हें ये भी ध्यान रखना चाहिए कि इन आतंकियों के पास ऐसा धन भी है जो भारत ने कभी छापा ही नहीं। किसी अकाउंट में इस धन का कोई आंकड़ा मिल ही नहीं सकता है।

अमेरिका की दी हुई भीख भी अब पाकिस्तान को नहीं मिल रही है। ट्रम्प के आने के बाद तो उम्मीद यही की जा सकती है कि अमेरिका का रुख पाकिस्तान को दी जाने वाली मदद को लेकर और सख्त हो सकता है। ऐसे में ये नकली नोट आतंकियों के लिए कितने काम आ सकते थे इसका अंदाजा लगाने के लिए इकोनॉमिक्स के जानकारों की सलाह की कोई आवश्यकता नहीं है। प्रधानमंत्री मोदी इस वक्त तिहरी चुनौती से जूझ रहे हैं। आम लोग लाइनों से परेशान हैं, विपक्ष इस परेशानी को न भुना पाने की वजह से परेशान है तो आतंकी नोटबंदी के बाद पैसा नहीं होने से परेशान हैं। इस सबके बीच राहुल गांधी अपना भाषण देने पर तुले बैठे हैं लेकिन उनके सलाहकारों को उन्हें ये भी बताना चाहिए कि नोटबंदी का नफा नुकसान सिर्फ बैंकों और एटीएम के बाहर लगी लाइनों से तय नहीं किया जा सकता है।

गृह मंत्रालय ने आतंकियों की इस बौखलाहट के बाद उनकी कमर तोड़ने का मास्टर प्लान भी बनाया है। मोदी जानते हैं कि इस फैसले के बाद आई परेशानियों से उबरने के बाद देश सचमुच बड़े बदलाव देख सकता है। वो लोग जो इस वक्त आम लोगों की परेशानी को राजनैतिक मुद्दा बना रहे हैं उन्हें बहुत जल्दी मुंह की खानी पड़ सकती है। अभी मुद्दा देश में आने वाले बड़े परिवर्तनों का है ही नहीं अभी पूरे विपक्ष के सामने सिर्फ आगामी विधानसभा चुनाव ही घूम रहे हैं।

राजनैतिक दलों का काम ही है राजनीति और जाहिर तौर पर वो इतने बड़े मुद्दे को कैसे हाथ से जाने दे सकते हैं? हांलाकि राजनीति में भी देश हित सर्वोपरि माना जाता है लेकिन हमारे राजनैतिक दलों से नैतिक शब्द तो अब निकल ही चुका है वे बस ‘राज दल’ बन कर रह गए हैं। विपक्ष इसीलिए लामबंद नहीं है क्यूंकि वो नोटबंदी से परेशान लोगों की आवाज बनना चाहते हैं वो इस बाद से परेशान है कि इस नोटबंदी के बाद मोदी का जो कद बढ़ेगा उसके समानांतर खड़ा होना किसी के लिए संभव नहीं हो पाएगा।

नीतीश मोदी के धुर विरोधी हैं लेकिन वो भी इमेज गेम को समझते हैं यही वजह है कि चाहते हुए भी उन्होंने नोटबंदी के विरोध से खुद को दूर कर लिया। ये बात सिर्फ देश के शहरों और गांवों तक सीमित नहीं है बल्कि सीमा और सीमा पार भी इस नोटबंदी का जबरदस्त असर हो रहा है। तकलीफ हमारे भीतर एक स्वाभाविक गुस्सा पैदा कर देती है। हम आरामतलब हैं और हमारे आराम में खलल डालने वाला हर व्यक्ति हमें दुश्मन दिखता है। कोई और ये फैसला लेता तो शायद देश के लोग अब तक सड़कों पर उतर आते लेकिन ये फैसला उस व्यक्ति ने लिया है जिस पर उन्होंने पूरे दिल से लोकसभा चुनावों के दौरान भरोसा किया है। जाहिर तौर पर मोदी इस जिम्मेदारी का बोझ महसूस करते होंगे। भ्रष्टाचार और आतंकवाद दो बड़ी चुनौतियां उनके सामने पहले दिन से ही रही हैं। इन दोनों से लड़ने के लिए कोई भी कदम उठाया जाएगा तो तकलीफ तो होगी ही।

सर्जिकल स्ट्राइक के बाद युद्ध के हालात की बात की जा रही थी, लेकिन मोदी ने अपने एक फैसले से पाकिस्तान में बैठे आतंक के आकाओं को युद्ध के बाद की स्थिति में ही ला खड़ा किया है। पुलवामा में हुई लूट की वारदात से पहले 21 नवंबर को भी चरार-ए-शरीफ के एक बैंक से आतंकियों ने 13 लाख रुपय की लूट को अंजाम दिया था। जो लोग इस फैसले के एनालिस्ट बने हुए हैं उन्हें इन बातों पर भी गौर करना चाहिए कि जिस तरह वहां बौखलाहट देखने को मिल रही है देश के भीतर भी ऐसी ही बौखलाहट है।

इंटेलीजेंस एजेंसीज ने गृह मंत्रालय को दी गई एक सीक्रेट रिपोर्ट में ये खुलासा किया है कि आतंकियों को पैसा हवाला के जरिए मिलता था। नोटबंदी के बाद हवाला का ये नेटवर्क एक झटके में ही टूट गया है और यही वजह है कि आतंकी लगातार बैंकों को निशाना बना रहे हैं। ये हमले आने वाले दिनों में बढ़ सकते हैं इसीलिए सुरक्षा बलों को बैंकों पर अतिरिक्त सुरक्षा बढ़ाने के निर्देश दे दिए गए हैं।

हाल ही में श्रीनगर के बाहरी इलाके में मारे गए कुछ आतंकियों के पास से मिले 2000 के नोटों ने सुरक्षा बलों को चौंका दिया था। गृह मंत्रालय ने ये भी साफ किया है कि इस तरह के आतंकी हमलों को रोकना हमारी प्राथमिकता है क्यूंकि यदि ये हमले नहीं रुके तो नोटबंदी से आतंक पर हमले का प्लान कमजोर होगा। इसके अलावा नक्सल प्रभावित राज्यों में भी अतिरिक्त सतर्कता बरती जा रही है। नक्सलवादी के पास भी इसी तरह से पैसा आता है और ये सुनिश्चित किया जा रहा है कि ये अपने पास रखे काले धन को सफेद करने के प्रयासों में कामयाब न हो जाएं।

बैंकों और बड़े व्यावसायिक ग्रुपों के जरिए इस तरह के कामों को अंजाम दिया जा सकता है। वो लोग जो थोड़े लालच के चक्कर में ऐसे लोगों की मदद कर रहे हैं उन्हें भी बेनकाब करना एक बड़ी चुनौती है। खुफिया एजेंसियों ने ये पुख्ता रिपोर्ट दी है कि नक्सलवादी भी बौखलाए हुए हैं और अपने पैसे को बदलने की जद्दोजेहद में लगे हुए हैं।

अभी तक आतंकियों की फंडिंग पाकिस्तान में छपे नकली नोटों के जरिये होती थी। इन्हीं नकली नोटों के सहारे बच्चों और युवाओं को पत्थर फेंकने के लिए तैयार किया जाता था, लेकिन नोटबंदी से आतंकियों की फंडिंग पूरी तरह बंद हो गई है। इस नोटबंदी का विरोध करने वाले अपरोक्ष रूप से वही बात कह रहे हैं जो आतंकी और नक्सलवादी कहना चाहते हैं। ये कदम उठाने से यूपीए सरकार इसीलिए बचती रही क्यूंकि उसके पास इसे लागू करने का माद्दा ही नहीं था। ऐसा नहीं कि इसकी योजना न बनाई गई हो लेकिन इसे लेकर संशय और डर ने कभी इस फैसले को अमली जामा पहनने ही नहीं दिया।

तैयारी कभी पूरी नहीं होती और परिवर्तन हमेशा कुछ परेशानियां लाता ही है। तैयारियों के इंतजार में बैठे रहेंगे तो भविष्य की योजनाओं पर कभी विचार ही नहीं हो पाएगा। ये भी नहीं भूलना चाहिए कि विरोधियों ने मोदी से जादू की छड़ी चलाने की बात भी कही थी। वो हर योजना पर मोदी सरकार को हतोत्साहित करते हुए कहते रहे कि ये कोरी बातें हैं कुछ हो नहीं पाएगा। अब जब कुछ हो रहा है तो बौखलाहट और बढ़ गई है। ये महत्वपूर्ण नहीं कि विपक्ष क्या कहता है अहम बात ये है कि नोटबंदी के बड़े फायदों को लोगों को हमेशा जेहन में रखना चाहिए। सरकार ने बाकायदा सुप्रीम कोर्ट में अपना हलफनामा दायर करते हुए कह दिया है कि हम हाथ पर हाथ धरे नहीं बैठे हैं। हम लोगों की परेशानियों से वाकिफ हैं और 10 से 15 दिनों में हालात में सुधार आ जाएगा। देखना ये होगा कि नोटबंदी का ये ज्वार जब उतरेगा तो कितने विरोधी नंगे खड़े नजर आएंगे।
