राज्यसभा टीवी के पूर्व कार्यकारी संपादक उर्मिलेश कहते हैं कि हमारे देश में मीडिया में अराजकता और अव्यवस्था की स्थिति है। मीडिया के अंदर और बाहर 'मीडिया' शब्द को लेकर कन्फ्यूजन हो जाता है, यह साफ होना चाहिए। मीडिया वालों और इसे चलाने वालों के बीच फर्क होना चाहिए। इसमें एक उद्योग है और एक पत्रकारिता। मैनेजमेंट और मालिक मीडिया नहीं हैं। मीडिया उद्योग और पत्रकारिता के बीच का अंतर रेखांकित किया जाना चाहिए। हालांकि दोनों एक दूसरे जुड़े हैं, लेकिन काम अलग-अलग है, दायरा अलग है। इस फर्क को पूरी शिद्दत के साथ रेखांकित किए जाने की जरूरत है।

जहां तक रेगुलेशन की बात है तो मीडिया यानी पत्रकारिता को स्वतंत्र होना चाहिए जबकि मीडिया उद्योग के लिए रेगुलेशन होना चाहिए और कानूनी प्रावधानों का पूरी तरह पालन होना चाहिए। भारतीय मीडिया उद्योग को रेगुलेशन की जरूरत है। इसके लिए संपादकों और पत्रकारों को चीखना चिल्लाना नहीं चाहिए। मीडिया उद्योग रेगुलेट होगा तभी पत्रकारिता स्वतंत्र और वस्तुगत होगी और अभिव्यक्ति की आजादी का दायरा भी बढ़ेगा।

मीडिया को यह सबक जरूर लेना चाहिए कि न्यूज रूम में विविधता कैसे बढ़े क्योंकि न्यूज रूम में विविधता की बहुत ज्यादा कमी दिखाई देती है।

भारतीय मीडिया में बढ़ता हुआ कार्पोरेटाइजेशन और क्रॉस मीडिया होल्डिंग के बारे में भारतीय संसद की सूचना प्रौद्योगिकी मंत्रालय से संबद्ध स्थायी समिति ने मई 2013 में और टेलीकॉम रेगुलेटरी अथॉरिटी (ट्राई) ने अगस्त 2014 में जो रिपोर्ट सौंपी है, उसके कुछ बुनियादी सरोकार हैं, उन्हें मीडिया के सदर्भ में लागू किया जाना चाहिए, जिससे मीडिया को ज्यादा स्वतंत्र, ज्यादा जीवंत और ज्यादा समाजोन्मुखी बनाया जा सके।

IBN7 के डिप्टी एक्जीक्यूटिव प्रोड्‍यूसर अंनत विजय कहते हैं कि मीडिया को अपनी साख और विश्वसनीयता का खयाल रखना चाहिए। पत्रकार और पत्रकारिता दोनों ही साख के मुद्दे पर ही चलते हैं। यदि एक बार हमने अपनी साख गंवा दी तो जनता का हम पर से भरोसा खत्म हो जाता है। पत्रकारिता को जनता के भरोसे से ही ताकत मिलती है।

इंडिया टुडे के पूर्व मै‍नेजिंग एडीटर दिलीप मंडल के मुताबिक 2014 भारतीय न्यूज मीडिया इंडस्ट्री के लिए फायदे का साल रहा। 2013 में कारोबारी सुस्ती के बाद, 2014 में रेवेन्यू और मुनाफे के साथ ही सर्कूलेशन और व्यूअरशिप में तेजी लौटी है। यह मीडिया उद्योग के ग्लोबल ट्रेंड के अनुरूप ही है। रेवेन्यू में बढ़ोतरी में चुनावी विज्ञापनों का भी महत्वपूर्ण योगदान रहा।

लेकिन इस साल को भारतीय मीडिया के लिए विश्वसनीयता के क्षय के साल के तौर पर भी दर्ज किया जाएगा। इस साल नई सरकार के गठन के बाद संसदीय विपक्ष काफी कमजोर स्थिति में है। लंबे समय के बाद देश में एक दल के बहुमत की सरकार बनी है। ऐसे समय में अगर मीडिया से किसी को यह उम्मीद रही होगी कि वह देश में रचनात्मक विपक्ष की भूमिका निभाएगा, तो मीडिया ने कुल मिलाकर निराश किया है। मीडिया ने, मौजूदा दौर में, आलोचना का स्पेस छोड़ दिया है। इसका असर न्यूज मीडिया की विश्वसनीयता पर पड़ा है। आप पाएंगे कि पत्रकारों की प्रतिष्ठा में तेजी से गिरावट आई है और साल के आखिर में आई फिल्म 'पीके' में पत्रकारों और चैनल चलाने वालों को जिस तरह कुत्ते की आत्महत्या दिखाने वाले मसखरे के रूप में दर्शाया गया है, वह भारतीय मीडिया की दशा पर एक तीखी टिप्पणी है।

भारत में सूचना के स्रोतों की बहुलता भी पत्रकारिता और पत्रकारों के लिए चिंता का कारण होना चाहिए। अब लोगों के पास सूचना पाने के असंख्य स्रोत हो गए हैं, खासकर इंटरनेट और सोशल मीडिया के विस्फोट के इस दौर में, घटनाओं की पहली सूचना अब अक्सर पत्रकार नहीं देता। विचारों के लिए भी लोग पत्रकारों पर कम निर्भर रह गए हैं। दर्शकों और पाठकों में मीडिया की कार्यशैली को लेकर चेतना बढ़ी है। देश में मीडिया लिटरेसी बढ़ने के साथ ही, पत्रकारों के लिए अपनी प्रोफेशनल विश्वसनीयता की रक्षा का कार्यभार और भी कठिन हो गया है। कुल मिलाकर, 2014, मीडिया इंडस्ट्री के लिए शानदार और पत्रकारों के लिए विश्वसनीयता के क्षय का साल साबित हुआ।

टीवी पत्रकार प्रियदर्शन कहते हैं कि सच्चाई तो यह है कि मीडिया जितने सबक सिखाता है, उससे ज्यादा लोग मीडिया को सबक सिखाने में लगे रहते हैं। सांप्रदायिकता और भ्रष्टाचार के न मिटने वाले दागों से घिरे नेता हमें बताना चाहते हैं कि हमें क्या करना चाहिए क्या नहीं। तमाम मोर्चों पर आत्मसमर्पण करने वाला और निहायत पाखंडी उच्च मध्यवर्ग आरोप लगाता है कि मीडिया बिक गया है।

दरअसल मीडिया के लिए इस साल का ही नहीं, हर साल का इकलौता सबक यह है कि इस देश का कोई कानून उसकी रक्षा के लिए नहीं है। वह जहां भी लक्ष्मणरेखा पार करेगा, वहां पिटेगा। उसे जेलों में डाला जाएगा, उसे कठघरों में खड़ा किया जाएगा, उससे माफ़ी मंगवाई जाएगी। जो दोस्तियां कभी मीडिया को फ़ायदा पहुंचाती हैं, वही बाद में उसकी विश्वसनीयता ख़त्म करती हैं- और फिर उस पर हमले करती हैं। मीडिया के लिए सबक यही है कि वह अपने होने का मोल समझे, अपनी मर्यादाओं का सम्मान करे और तथ्यों के साथ खड़ा रहे।

पत्रकार असद कहते हैं कि मीडिया मीडियावालों के ही हाथ से निकल गया है। अब मीडिया उद्योगपतियों के इशारे पर ज्यादा काम कर रहा है। बड़े पत्रकार उन संस्थानों में अपनी जगह कायम नहीं रख सके, जो उन्होंने खुद बनाए थे। बड़ी कंपनियों को अब अपनी आलोचना बर्दाश्त नहीं होती। मीडिया में अब सनसनी ज्यादा होने लगी है। चंद साल पहले सरोकार वाले और गंभीर मुद्दों की पड़ताल होती थी, वहीं आज का मीडिया नेताओं के बयानों और सनसनी पर चल रहा है।
