आए दिन यूपी की जेलों से कुख्यात बंदियों के मुर्गा व शराब पार्टी से लेकर जुए की तस्वीरें सामने आ रही हैं। इससे जेलों की सुरक्षा-व्यवस्था से लेकर जेल के भीतर कुख्यात अपराधियों को मिल रही सुविधाओं पर सवाल खड़े होते हैं।
 

 
पहले नैनी जेल, फिर रायबरेली जेल, सुल्तानपुर जेल और अब उन्नाव जेल की वायरल तस्वीरें उत्तर प्रदेश की जेलों की हकीकत बयां करने के लिए काफी हैं। जेल में हत्या और मोबाइल सहित कई आपत्तिजनक वस्तुएं पहुंचने के बाद जेल प्रशासन इस पर रोक लगाने में नाकाम साबित हो रहा है। जिला जेल उन्नाव में पार्टी करते कैदियों के चार वीडियो वायरल हुए हैं। कैदी योगी आदित्यनाथ सरकार को चुनौती दे रहे हैं। इनमें एक बैरक के भीतर पार्टी के दौरान शराब परोसने, दूसरा असलहों के साथ दबंगई दिखाने का है।

 
बुधवार को वायरल वीडियो में दो कैदी कह रहे हैं कि "जेल में जो बोलेगा, उसे मार दिया जाएगा और जो बाहर बोलेगा उसे भी मार दिया जाएगा।" यही नहीं, किसी अंशुल दीक्षित हिस्ट्रीशीटर के बारे में बात की गई तो वहीं आगे का क्या प्रोगाम है, इस पर मंडली लगी दिखी।

 
एक बंदी कह रहा है, "मेरठ हो या उन्नाव, योगी सरकार क्या बिगाड़ पाई। जेल हमारे लिए कार्यालय होते हैं।" मेरठ का अमरेश सिंह और रायबरेली का देवप्रताप सिंह उर्फ गौरव (अंकुर) उन्नाव जेल में बैरक नंबर 17 में बंद हैं। दोनों हत्या के मामले में उम्रकैद की सजा भुगत रहे हैं। वीडियो में दोनों दंबगई दिखाते नजर आ रहे हैं। दो मिनट 21 सेकेंड के चार वीडियो में एक क्लिपिंग एक मिनट की है। बाकी 20 से 31 सेकेंड की हैं।

 
उन्नाव जेल से वायरल वीडियो पर गृह विभाग का हास्यास्पद बयान सामने आया है। गृह विभाग ने तमंचे को मिट्टी का खिलौना बताया है और बंदियों की पार्टी में दिख रही बोतल में शराब को तेल बताया है। विभाग की ओर से पूरी घटना सामान्य है। जेल में कुछ कर्मचारियों की मदद से जेल प्रशासन पर दबाव बनाने के उद्देश्य से इन लोगों ने ऐसा किया है। इसमें चार जेल बंदी रक्षकों की संलिप्तता मिली है और उनके खिलाफ कार्रवाई की जा रही है।

 
इससे पहले भी बाहुबली पूर्व सांसद अतीक अहमद के अहमदाबाद जेल स्थानांतरण होने के बाद नैनी सेंट्रल जेल फिर सुर्खियों में रही। नैनी जेल में शूटरों ने शराब और मुर्गे की दावत उड़ाई। सिर्फ इतना ही नहीं, इन सभी ने इस पार्टी का वीडियो भी बनाया और जमकर फोटोग्राफी भी की थी। इन शूटरों की पार्टी की तस्वीर सोशल मीडिया पर खूब वायरल हुई थी। इन तस्वीरों में तस्वीरों में 50 हजार का इनामी उदय यादव, 25 हजार का इनामी रानू, पार्षद पति राजकुमार और 50 हजार का इनामी गदऊ पासी शामिल है।

 
इसी तरह रायबरेली जिला जेल में बीते दिनों जहां बैरक नंबर 10 में बंद पांच कुख्यात अपराधी जिला जेल में असलहे और कारतूस की मौजूदगी में चखना और शराब की पार्टी करने और मोबाइल से धमकाने का वायरल वीडियो हुआ था। इस वीडियो में मनमानी शराब और पैसे मंगवाने वाला शख्स अंशुल दीक्षित है, जिस पर सीतापुर, लखीमपुर, लखनऊ, हरदोई, प्रतापगढ़, इलाहाबाद में लूट, हत्या और सुपारी किलिंग जैसे तमाम वारदातों को अंजाम देने का आरोप है।

 
सुल्तानपुर के जिला कारागार के बैरक नंबर 13 से एक वीडियो बनाकर वायरल किया गया था। वायरल वीडियो में पिस्टल की कारतूस, करीब दो लाख रुपये के साथ ही अन्य सामान दिखाया गया था। वीडियो वायरल होने के बाद आनन-फानन में जिला कारागार प्रशासन ने चार बंदियों का गैर जनपद की जेल में स्थानांतरण कर दिया था।

 
सरकार अपनी जेलों को सुरक्षित बनाए रखने के लिए लगातार जिला अधिकारी जिला जज के निगरानी में लगातार निरीक्षण करवाती है, लेकिन उसके बाद भी अपराधी जेलों में अपने गैंग चला रहे हैं। जेलों में बंद कुख्यात अपराधी जेल प्रशासन की मिलीभगत से और अधिकारियों की जेबें गर्म कर जेलों से अपनी गैंग चला रहे हैं, बल्कि जेल ही सारी सुख सुविधाएं का लाभ उठा रहे हैं। इससे सरकार की साख पर भी सवाल उठते हैं।

 
एक पुलिस अधिकारी ने नाम जाहिर न करने की शर्त पर कहा कि पिछले ढाई सालों इस प्रकार की घटनाएं सामने आ रही हैं। जेलों में मिलने आने वालों की नियमित जांच और जेल में लगे सीसीटीवी की भी नियमित तौर पर चेकिंग करने की जरूरत है। एक कैदी से एक आदमी कितने बार मिलने आ रहा है, उसका ब्यौरा दर्ज होना चाहिए। डीजी (जेल) आनंद कुमार का कहना है कि "जेलों में मोबाइल का प्रचलन गंभीर चिंता का विषय है। जेलों में घटनाएं न हों, मोबाइल के इस्तेमाल पर रोक लगे, इसे लेकर सभी जेलों में अधिकारियों को खास रणनीति बनाने के आदेश दिए गए हैं। हर एक मामले को गंभीरता से जांचा परखा जा रहा है।"

 
पूर्व पुलिस महानिदेशक ब्रजलाल का कहना है, "इस तरह के कुछ वीडियो जारी किया जाना चिंता का विषय है। जेल में इस प्रकार की घटनाएं होना गंभीर बात है। बिना किसी की मिलीभगत के ऐसा नहीं हो सकता। इसके तीन तरीके हैं। इसके लिए सबसे पहले जेलों में जो कर्मचारी 20-25 सालों से जमे हैं, उन्हें तबादला कर दूर भेजना होगा। स्टाफ की कमी को दूर करने के लिए भर्ती भी करनी होगी। जहां पर इस प्रकार की घटना जहां होती हैं, उससे संबधित सारे स्टाफ को बर्खास्त कर घर भेज दिया जाए तो बड़ा संदेश जाएगा।"
