राजभाषा हिन्दी को प्राथमिकता न दिए जाने के संबंध में लोक शिकायत

माननीय प्रधानमंत्री हिन्दी को वरीयता देते हैं पर उनके कार्यालय ("प्रमंका") के अधिकारियों को राजभाषा हिन्दी से कोई लेना देना नहीं है इसलिए भारत सरकार द्वारा आरंभ आम जनता की योजनाओं की जानकारी केवल अंग्रेजी में जारी कर रहे हैं और हर योजना-राजकार्य में अंग्रेजी को प्राथमिकता दी जा रही है। इससे स्वयं प्रधानमंत्री के दृष्टिकोण को पलीता लग रहा है। सरकार के काम और योजनाओं की जानकारी/ऑनलाइन सुविधाएं हिन्दी एवं अन्य भारतीय भाषाओं में ना दिए जाने से योजनाएं तो फेल होंगी ही, सरकार की साख में सुधार भी नहीं होगा।

हिन्दी को प्राथमिकता न दिए जाने के संबंध में लोक शिकायत की गई है। शिकायत के प्रमुख बिंदु हैं-

1. प्रधानमंत्री जी की वेबसाइट पूर्व निर्धारित रूप में (बाय डिफ़ॉल्ट) अंग्रेजी में खुलती है, वेबसाइट पर हिन्दी का विकल्प है पर वेबसाइट द्विभाषी नहीं है। जब मनमोहन सिंह प्रधानमंत्री थे तब वेबसाइट का मुखपृष्ठ (होमपेज) 100 % द्विभाषी था और इस तरह हिन्दी को प्राथमिकता दी गई थी। प्रमंका के अधिकारीगण से कहें कि मुखपृष्ठ 100 % द्विभाषी बनाया जाना चाहिए।

2. हिन्दी वेबसाइट मुखपृष्ठ पर बैनर में 'भारत के प्रधानमंत्री' के बजाय 'PMINDIA' लिखा गया है।

3. प्रधानमंत्री कार्यालय द्वारा अब तक हिन्दी में विज्ञप्ति लिखने की कोई व्यवस्था नहीं की गई है और पत्र सूचना कार्यालय से अंग्रेजी विज्ञप्ति के अनुवाद के लिए इंतज़ार किया जाता है, जो 2-3 घंटे के बाद जारी हो पाता है। कई मामलों में किसी-किसी विज्ञप्ति का अनुवाद वेबसाइट पर कभी भी नहीं डाला जाता है। विज्ञप्ति मूल रूप से हिन्दी में तैयार करने के लिए निर्देश दें।

4. हिन्दी वेबसाइट की किसी पोस्ट पर 'टिप्पणी करें' विकल्प चुनने पर टिप्पणी लिखने का फॉर्म सिर्फ अंग्रेजी में होता है और उस फॉर्म में देवनागरी में नाम/पता/टिप्पणी स्वीकृत नहीं है. टिप्पणी लिखने के लिए सत्यापन (वेरिफिकेशन) के लिए ईमेल सिर्फ अंग्रेजी में भेजा जाता है जबकि गूगल की सेवाओं की तरह ऐसे ईमेल और एसएमएस द्विभाषी (हिन्दी -अंग्रेजी) दोनों भाषाओं में भेजने की व्यवस्था करनी चाहिए।

5. "प्रधानमंत्री को लिखें" विकल्प चुनने पर 'शिकायत पंजीकरण प्रपत्र' द्विभाषी खुलता है पर उसमें जिलों के नाम एवं 'शिकायत के विषय (श्रेणी) सिर्फ अंग्रेजी में हैं।

6. हिन्दी वेबसाइट पर "हमारी सरकार" विकल्प के तहत अन्य नौ सरकारी वेबसाइटों को लिंक किया गया है उसमें संबंधित हिन्दी वेबसाइटों को लिंक किया जाना चाहिए ताकि वेबसाइट नाम पर क्लिक करने पर संबंधित हिन्दी वेबसाइट खुल जाए।

7. प्रमंका ने ऑनलाइन प्रचार के लिए जो 'जनसम्पर्क एजेंसी नियुक्त की है वह नागरिकों को ईमेल सूचनाएं /एसएमएस/ट्विटर अलर्ट/ ऑनलाइन विज्ञापन सिर्फ अंग्रेजी में भेजती है यह राजभाषा नियम 1976 एवं राजभाषा सम्बन्धी उन प्रावधानों का उल्लंघन है जिनमें यह कहा गया कि भारत सरकार नागरिकों को जनभाषा अथवा हिन्दी अथवा द्विभाषी रूप में पत्र लिखेगी। ईमेल पत्र की श्रेणी में आता है। जनता को ईमेल सिर्फ अंग्रेजी नहीं हिन्दी-भारतीय भाषाओँ में भेजे जाने चाहिए।

8. प्रमंका की सोशल मीडिया टीम के अधिकारी निरंतर राजभाषा की उपेक्षा कर रहे हैं, हिन्दी से सौतेला व्यवहार जारी है जबकि चीन की सोशल मीडिया साइट 'वेइबो' पर तो प्रमं के आधिकारिक खाते पर नाम/ परिचय/ताज़ा अपडेट मंदारिन (चीनी भाषा) में होते हैं पर भारत की जनता के लिए फेसबुक/ट्विटर/यू-ट्यूब/इंस्टाग्राम पर नाम-परिचय द्विभाषी (हिंदी-अंग्रेजी) ना होकर सिर्फ #अंग्रेजी में है। इन पर हिन्दी में अपडेट एक महीने में 1-2 बार ही होता है जबकि नियमित अपडेट बारी-बारी से द्विभाषी रूप में डाले जाने चाहिए ताकि अंग्रेजी ना जानने वाले #भारत के नागरिक भी इनका उपयोग कर सकें। नाम-परिचय भी द्विभाषी लिखने से राजभाषा हिन्दी को उसका सम्मान और स्थान मिल जाएगा। ऐसा करने में प्रमंका का कोई परेशानी नहीं होगी, बस निर्देश दिए जाने की आवश्यकता है।

9. प्रमंका की वेबसाइट का डोमेन नाम देवनागरी में पंजीकृत करवाएं और विज्ञापनों में उसका प्रयोग किया जाए। प्रधानमंत्री कार्यालय की विज्ञप्तियां भारत की प्रमुख भाषाओं में वेबसाइट पर डाली जानी चाहिए।

10. प्रमं का ने 'माई गव' वेबसाइट के लिए चिन्ह में हिन्दी को अंग्रेजी के अक्षरों के नीचे रखा है जबकि हिन्दी ऊपर होनी चाहिए। 'माई गव' वेबसाइट का हिन्दी संस्करण आधा अधूरा है और माई गव वेबसाइट के 90 % पृष्ठ केवल अंग्रेजी में खुलते हैं। पंजीकरण और फीडबैक में देवनागरी के अक्षर लिखने पर अंग्रेजी में सन्देश आता है ' इनवैलिड कैरेक्टर्स, यूज ओनली अल्फाबेट्स'

11. जनता द्वारा हिन्दी में लिखे गए पत्रों के जवाब प्रमंका से अंग्रेजी में दिए जाते हैं। ताज़ा उदाहरण 'भारतीय भाषा आंदोलन' के ज्ञापन का है, भारतीय भाषाओँ के लिए आंदोलन कर रहे लोगों के ज्ञापन का जवाब भी अंग्रेजी में दिया गया जो बेहद शर्मनाक बात है।
