दुनिया में हर व्यक्ति के लिए वन्य जीव बहुत महत्वपूर्ण है क्योंकि मनुष्यों की ज़िंदगी वन्यजीव पर ही निर्भर है। करोड़ों लोग आज संसाधन और कई आर्थिक अवसर के लिए वनजीव की सहायता लेते हैं। इसके साथ ही प्रकृति हमारे मानसिक विकास और मानसिक शांति के लिए भी बहुत महत्वपूर्ण है। इसलिए संयुक्त राष्ट्र (United Nation) ने वन्यजीव की प्रभुता और संरक्षण को उभारने के लिए विश्व वन्यजीव दिवस घोषित किया जो हर साल 3 मार्च को मनाया जाता है। चलिए जानते हैं कि क्या है विश्व वन्यजीव का इतिहास-

20 दिसंबर 2013 को संयुक्त राष्ट्र महासभा (United Nations General Assembly) के 68वें सत्र में हर वर्ष 3 मार्च को विश्व वन्यजीव दिवस मनाने की घोषणा की गई। दरअसल 3 मार्च 1973 को Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) की शुरुआत हुई थी और 2023 में CITES अपनी 50वीं सालगिरह मनाने जा रहा है। CITES प्रकृति और प्रजातियों की संरक्षा करने के लिए पार्टनरशिप (partnership) को बढ़वा देती है ताकि ट्रेड के ज़रिए वहनीयता (sustainability) को बढ़ाया जाए और दुनिया में प्रकृति संरक्षण के लिए जागरूकता फैलाई जाए।

क्या है विश्व वन्यजीव 2023 की थीम?

इस वर्ष विश्व वन्यजीव दिवस की थीम 'वन्यजीव संरक्षण के लिए साझेदारी' (Partnership for Wildlife Conservation) निर्धारित की गई है। ये थीम सरकार एवं लोगों के द्वारा प्रकृति संरक्षण के लिए किए प्रयासों को सराहने के लिए है और साथ ही इस दिन 2 विषयों पर प्रकाश डाला जाएगा।

1. समुद्री जीवन और महासागर: जैसा की हम सबको पता है की पृथ्वी का 70% भाग सिर्फ पानी है इसलिए बढ़ती ग्लोबल वार्मिंग (global warming) के कारण समुद्री जीवन पर ध्यान देना बहुत महत्वपूर्ण है।

2. व्यवसाय और फाइनेंस: प्रकृति की संरक्षा करने के लिए हमें फण्ड की बहुत आवश्यकता है जो कि सिर्फ कोलैबोरेशन के कारण ही हो सकता है। एक सफल पाटनर्शिप के ज़रिए ही हम बेहतर तरीके से वन्य जीव और प्रजातियों की संरक्षण कर सकते हैं।

बजट 2023 में सरकार ने वन्यजीव के लिए बढ़ाया बजट : बजट 2023 पेश करते समय वित्त मंत्री निर्मला सीतारमण ने 'अमृत धरोहर' योजना के ज़रिए जलीय जैव विविधता और स्थानीय समुदायों के विकास की बात की है। यह बजट की 7 प्राथमिकताओं में से एक 'Green Development' के अंतर्गत आता है।

साथ ही संसद में दिए गए अपने बजट भाषण के दौरान सीतारमण ने कहा, "माननीय प्रधान मंत्री ने पर्यावरण के प्रति जागरूक जीवन शैली के आंदोलन को बढ़ावा देने के लिए 'LiFE' (Lifestyle For Environment) योजना का मार्गदर्शन दिया है। आपको बता दें कि बजट 2023-24 में पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय का बजट 3079.40 करोड़ रखा गया है जो पिछले बजट से 24% ज़्यादा है।

भारत में 73 प्रजातियां हैं खतरे में :

हाल ही में केंद्रीय पर्यावरण मंत्रालय ने प्रकृति के संरक्षण के लिए International Union for Conservation of Nature(IUCN) की 2011 की एक रिपोर्ट का हवाला देते हुए राज्यसभा को सूचित किया कि भारत में 73 प्रजातियां गंभीर रूप से संकटग्रस्त है। इन 73 प्रजातियों में 9 मैमल्स (mammals), 18 पक्षी, 26 रेप्टाइल्स (reptiles) और 20 एम्फीबिअन्स (amphibians) शामिल हैं।

इसके साथ ही पर्यावरण मंत्री ने राज्य सभा में कहा कि सरकार अब उच्चतम स्तर की सुरक्षा प्रदान करने के लिए वन्य जीवन (संरक्षण) अधिनियम, 1972 की अनुसूची-1 में सबसे गंभीर रूप से लुप्तप्राय प्रजातियों को शामिल करने पर विचार कर रही है।
