Delhi Liquor Policy Case: दिल्ली शराब घोटाले मामले में सीएम अरविंद केजरीवाल को गुरुवार शाम ईडी ने गिरफ्तार कर लिया है। संभवत: यह पहली बार हुआ है जब एक सिटिंग सीएम को जांच एजेंसी ने अरेस्ट किया है। केजरीवाल को दिल्‍ली शराब नीति घोटाले में गिरफ्तार किया गया है। जानते हैं आखिर क्‍या है दिल्‍ली की शराब नीति जिसमें अरविंद केजरीवाल फंस गए हैं।

क्या थी दिल्ली की नई शराब नीति : दिल्ली सरकार ने 17 नवंबर 2021 को नई शराब नीति लागू की थी। इस नीति के तहत राजधानी को 32 जोन में बांटा गया और हर जोन में 27 दुकानें खोलने की बात कही गई। इस तरह से पूरी दिल्ली में 849 शराब की दुकानें खोली जानी थीं। इस नीति के तरह सभी सरकारी ठेकों को बंद कर सभी शराब की दुकानों को प्राइवेट कर दिया गया। जबकि इससे पहले दिल्ली में शराब की 60 प्रतिशत दुकानें सरकारी और 40 प्रतिशत प्राइवेट थीं। नई नीति लागू होने के बाद सभी 100 प्रतिशत शराब की दुकानों को प्राइवेट कर दिया गया। दिल्ली सरकार ने इससे पीछे तर्क दिया कि इससे 3500 करोड़ रुपए का फायदा होगा।

लाइसेंस की फीस कई गुना बढ़ाई : इतना ही नहीं, दिल्ली सरकार ने शराब की दुकान के लाइसेंस की फीस भी कई गुना बढ़ा दी थी। इसके तहत जिस एल-1 लाइसेंस को हासिल करने के लिए पहले 25 लाख रुपए देने होते थे। नई नीति लागू होने के बाद उसके लिए ठेकेदारों को 5 करोड़ रुपए चुकाने पड़े। इसी तरह अन्य कैटेगरी के लाइसेंस की फीस भी जरूरत से ज्यादा बढ़ा दी गई।

सरकारी राजस्व में कमी का आरोप : दिल्‍ली की अरविंद केजरीवाल सरकार पर आरोप है कि इस नई नीति से राजस्व में भारी कमी हुई। पहले जहां 750 एमएल की एक शराब की बोतल 530 रुपए में मिलती थी। उसे बोतल पर रिटेल कारोबारी को 33.35 रुपए का मुनाफा होता था, जबकि 223.89 रुपए उत्पाद कर और 106 रुपए वैट के रूप में सरकार को मिलता था। इस हिसाब से सरकार को हर एक बोतल पर 329.89 रुपए का फायदा होता था।

दिल्‍ली शराब नीति का ‘गणित’

17 नवंबर 2021 को दिल्ली में केजरीवाल सरकार ने नई शराब नीति लागू की
नई नीति के तहत दिल्ली को 32 जोन में बांटा गया
हर जोन में 27 शराब की दुकानें खोलने की अनुमति दी
पूरी दिल्ली में 849 शराब की दुकानें खुलनी थीं
दिल्ली में 60 प्रतिशत सरकारी, 40 प्रतिशत प्राइवेट दुकानें थीं
नई नीति में सभी 100 प्रतिशत शराब दुकानें प्राइवेट हो गईं
सारी दुकानें प्राइवेट सेक्टर की थीं, सरकार का कोई हस्तक्षेप नहीं
कारोबारियों को 10 गुना फायदा, सरकार का फायदा घटकर 3.78 हुआ

कारोबारियों को फायदा, सरकार को घाटा : जबकि दिल्‍ली सरकार की नई नीति आने के बाद 750 एमएल की बोतल का दाम 530 रुपए से बढ़ाकर 560 रुपए कर दिया गया। इससे रिटेल करोबी का मुनाफा 33.35 से बढ़कर सीधे 363.27 रुपए पहुंच गया। यानि रिटेल कारोबारियों को सीधे 10 गुना का फायदा होने लगा। वहीं सरकार को मिलने वाला 329.89 रुपए का फायदा घटकर 3.78 पैसे रह गया। इसमें 1.88 रुपए उत्पाद शुल्क और 1.90 रुपए वैट शामिल है।

अगस्त 2022 में रद्द हुई नीति : जुलाई 2022 में दिल्ली के मुख्य सचिव नरेश कुमार ने उपराज्यपाल वीके सक्सेना को नई आबकारी नीति पर एक रिपोर्ट पेश की जिसमें उन्होंने नीति में अनियमितताओं का दावा किया। इस रिपोर्ट में आरोप लगाए गए कि बतौर आबकारी मंत्री मनीष सिसोदिया ने शराब विक्रेताओं को लाइसेंस देने के बदले कमीशन और रिश्वत ली।

144 करोड़ रुपयों का नुकसान : नरेश कुमार ने रिपोर्ट में यह भी कहा कि लाइसेंस फीस और शराब की कीमतों में नियमों को ताक पर रखकर छूट दी गई, जिससे सरकार को करीब 144 करोड़ रुपयों का नुकसान हुआ। यह भी दावा किया गया कि कमीशन और रिश्वत से मिली रकम का इस्तेमाल आम आदमी पार्टी ने फरवरी 2022 में हुए पंजाब विधान सभा चुनावों में किया।

कैसे फंसे सीएम केजरीवाल : दिल्ली के सीएम अरविंद केजरीवाल को ईडी ने पिछले साल 2 नवंबर को पहला समन भेजा था। ये समन प्रिवेन्शन ऑफ मनी लॉन्ड्रिंग एक्ट के तहत जारी किया गया था। ईडी की ओर से जारी चार्जशीट में आरोप है कि जब एक्साइज पॉलिसी 2021-2022 तैयारी की जा रही थी, उस वक्त केजरीवाल, आरोपियों के संपर्क में थे।

क्‍या है के. कविता कनेक्‍शन : कुछ दिन पहले इसी मामले में केसीआर की बेटी और राष्ट्र समिति (बीआरएस) की नेता के कविता को अरेस्ट किया गया था। उनके एक अकाउंटेंट हैं बुचीबाबू। बुचीबाबू से ईडी ने कई घंटे पूछताछ की। जांच में बुचीबाबू ने सबसे पहले अरविंद केजरीवाल का नाम लिया था। उसने दावा किया था कि के कविता, मनीष सिसोदिया और अरविंद केजरीवाल के बीच में एक राजनीतिक समझ चल रही थी। एक बड़ी बात ये है कि शराब घोटाले में ईडी ने दिनेश अरोड़ा को भी गिरफ्तार किया था। पता ये चला कि इस शख्स ने भी सीएम से मुलाकात की थी। इसी तरह वाईएसआर कांग्रेस के सांसद मंगुटा श्रीनिवासुलु रेड्डी और केजरीवाल के बीच में भी कई बार मुलाकतें हुईं। रेड्डी शराब करोबार में एंट्री चाहते थे, दावा ये है कि सीएम ने ही उनके नाम को आगे किया था।
