नई दिल्ली। वित्त मंत्री अरुण जेटली का दावा है कि नोटबंदी से पत्थरबाजी कम हुई है अगर आप लेकिन पिछले एक साल के आंकड़ों पर गौर करें तो यह बात पूरी तरह सही नहीं है। वास्तव में, नोटबंदी के बाद कश्मीर में आतंकवादी घटनाओं में बढ़ोत्तरी हुई है। लेकिन जेटली ने अपने ब्लॉग पर लिखा था कि ‘जम्मू-कश्मीर में विरोध-प्रदर्शन और पत्थरबाजी की घटनाओं और माओवाद प्रभावित  जिलों में नक्सली घटनाओं में कैश की कमी की वजह से कमी आई है।’
 
पूर्व में गृहमंत्री राजनाथ सिंह का भी यही दावा था। उन्होंने इस साल अगस्त में दावा किया था कि पिछले तीन साल में पूर्वोत्तर में उग्रवाद 75 फीसदी कम हुआ है जबकि नक्सलवाद में 40 फीसदी की गिरावट आई है। अब सवाल है कि इन दावों में कितनी सच्चाई है? यह भी एक सच्चाई है कि कश्मीर में होने वाली पत्थरबाजी की घटना में शामिल कई युवकों ने यह स्वीकार किया है कि उन्हें पत्थरबाजी करने के लिए पैसे मिलते थे। इन पत्थरबाजों ने एक चैनल को दिए इंटरव्यू में कबूल किया कि उनकी गरीबी का फायदा उठाकर हुर्रियत के नेता उन्हें पत्थर फेंकने के लिए मजबूर करते हैं।
 
अब अगर इन युवाओं के कबूलनामे को सही मानें तो यही साबित होता है कि नोटबंदी के बावजूद पत्थरबाजों को फंडिंग जारी है। नोटबंदी से टेरर फंडिंग में कमी नहीं आई। अगर पत्थरबाजी की घटनाओं पर भी गौर करें तो इसमें कोई कमी नहीं आई है। सरकार ने या सीआरपीएफ ने अपने दावों के पक्ष में कोई आंकड़े भी पेश नहीं किए हैं।
 
अगर एक बार सरकार के दावों पर विश्वास कर भी लें कि पत्थरबाजी की घटनाओं में कमी आई है, फिर भी एक तथ्य है कि इस साल कश्मीर में जो भी पत्थरबाजी की घटनाएं हुईं हैं वे अपने प्रभाव में बहुत बड़ी थीं। यही नहीं, इस बार राज्य में कश्मीरी महिलाएं भी बड़ी संख्या में पत्थरबाजी की घटनाओं में शामिल हुईं। ईद के दौरान भी पत्थरबाजी की बड़ी-बड़ी घटनाएं हुई हैं।
 
कश्मीर में श्रीनगर में हुए लोकसभा के उपचुनावों में भी काफी कम, मात्र 7 फीसदी, मतदान हुआ था और हिंसा की काफी घटनाएं हुईं। इसी के चलते चुनाव आयोग को अनंतनाग में लोकसभा के उपचुनाव को खारिज करना पड़ा। आज तक चुनाव आयोग अनंतनाग लोकसभा उपचुनाव की तारीखों की घोषणा नहीं कर पाया है।
 
अब सवाल यह है कि अगर पत्थरबाजी की घटना या विरोध-प्रदर्शन की वजह सिर्फ कालाधन है तो कश्मीर में हालात ठीक हो जाने चाहिए थे। अगर नहीं तो फिर सरकार को बातचीत के लिए दिनेश्वर शर्मा को वार्ताकार नियुक्त करने की क्या जरूरत थी?
 
नोटबंदी को सफल ठहराने के उद्देश्य या जल्दबाजी में वित्त मंत्री और गृहमंत्री के दावे खुद सरकारी एजेंसियों के आंकड़ों से भी खारिज हो जाते हैं। ये दोनों मंत्री बड़ी सफाई से नोटबंदी के बाद कश्मीर में बढ़ी आतंकी घटनाओं के आंकड़ों पर कुछ नहीं बोल रहे हैं।
 
फर्स्टपोस्ट में लिखे अपने लेख में इश्फाक नसीम ने सरकारी आंकड़ों के जरिए यह दिखाया कि कैसे कश्मीर में आतंक की घटनाओं में नोटबंदी के बाद बढ़ोत्तरी हुई है। उन्होंने लिखा कि नोटबंदी से आतंकवाद पर लगाम लगाने में सफलता मिलने के सरकारी दावे के उलट कश्मीर में लगातार आतंकी हमले जारी हैं। 
 
अधिकारियों के मुताबिक, आतंकी संगठनों से जुड़ने वाले युवाओं की संख्या पर कोई लगाम नहीं लगी है  और नोटबंदी से घाटी में आतंकवाद की घटनाओं पर कोई रोक नहीं लगी है। गृह मंत्रालय और जम्मू और कश्मीर पुलिस के आंकड़ों के मुताबिक, 2013 में 53 सुरक्षा बलों के जवान शहीद हुए थे और 67 आतंकी मारे गए थे। 2014 में यह संख्या क्रमशः 47 और 110 थी। 2015 में यह आंकड़ा 39 और 108 का था। 2016 में यह एक बार फिर बढ़कर 82 और 150 पर पहुंच गया।
 
हालांकि इस साल अब तक 160 आतंकी मारे गए हैं, जबकि शहीद होने वाले सुरक्षा बलों के जवानों की संख्या 40 से अधिक हो गई है। पुलिस महानिदेशक एस. पी. वैद्य ने कहा कि जनवरी से अब तक शहीद होने वाले सुरक्षा बलों में 24 पुलिस के जवान हैं।
 
कुल मिलाकर 2017 में चाहे सरकार लाख दावे कर ले लेकिन कश्मीर में होने वाली आतंकी घटनाओं और पत्थरबाजी की घटनाओं में कोई कमी नहीं आई है। इसे नोटबंदी, टेरर फंडिंग और कालेधन की समस्या से जोड़कर देखने का सरकारी नजरिया ही गलत है। कश्मीर की समस्या को अगर हल करना  है तो सरकार को सबसे पहले कश्मीर में सभी पक्षों से बातचीत करना होगा। सरकार चाहे लाख कहे लेकिन यह सच्चाई है कि कश्मीर घाटी में होने वाली पत्थरबाजी और आतंकी घटनाओं को स्थानीय लोगों का बहुत समर्थन हासिल है।
