'क्या फिर से लॉकडाउन लगाया जाएगा?'

पिछले हफ़्ते मुंबई में अपने छोटे से कमरे में बैठे सेठी बंधु जब मुझसे वीडियो कॉल पर बात कर रहे थे तो उनकी आवाज़ में बेचैनी साफ़तौर पर महसूस हो रही थी। ख़राब इंटरनेट कनेक्शन के बीच कांपती आवाज़ में वे यही सवाल बार-बार पूछ रहे थे।
 
इस बात को एक दशक से ज़्यादा अरसा हो गया जब संतोष और टुन्ना सेठी ओडिशा में अपना घर-परिवार छोड़कर काम की तलाश में निकले थे। उन्हें अपने घर से 1,600 किलोमीटर दूर मुंबई में जाकर ठिकाना मिला।
 
शहर की गगनचुंबी इमारतों के साये तले संतोष और टुन्ना यहां अपना पसीना बहाते हैं। ये इमारतें बाहर से आए इनके जैसे मजदूरों ने ही दौलतमंद लोगों के लिए बनाई हैं।
 
सिर पर सीमेंट, रेत, ईंट और पत्थर ढोने के बाद वे हर रोज़ 8 घंटे की दिहाड़ी में 450 रुपए कमाते हैं। निर्माणाधीन इमारतों में उनकी रातें गुजरती हैं, उनका रहना खाना-पीना वहीं होता है। अपनी बचत का बड़ा हिस्सा वे अपने घर भेज देते हैं।
 
'इंडिया मूविंग: अ हिस्ट्री ऑफ़ माइग्रेशन' किताब के लेखक चिन्मय तुंबे के अनुसार, भारत में 45 करोड़ से भी ज़्यादा लोग एक जगह से दूसरी जगह पर जाकर काम करते हैं। उनमें 6 करोड़ लोग अपना राज्य छोड़कर दूसरे राज्य में जाकर मजदूरी करते हैं।
 
प्रोफ़ेसर तुंबे बताते हैं, 'भारत के शहरों की उभरती हुई 'इन्फॉर्मल इकॉनमी' की रीढ़ यही मजदूर हैं। देश के सकल घरेलू उत्पाद में 10 फीसदी का योगदान करने के बावजूद ये तबका सामाजिक और राजनीतिक रूप से जोख़िम की स्थिति में है।'
 
'इन्फॉर्मल इकॉनमी' किसी देश की अर्थव्यवस्था का वो हिस्सा होता है, जहां ज़्यादातर भुगतान नकद में किया जाता है और जिससे सरकार टैक्स वसूल नहीं पाती है।
 
उधर, मुंबई में डर का आलम बुरी तरह से छाया हुआ है। सेठी बंधु भी इसी के साथ जी रहे हैं। वे पूछते हैं, 'क्या हमें घर वापस लौटना होगा? क्या आपके पास कोई जानकारी है?'
 
महाराष्ट्र में अब तक कोरोना संक्रमण के 30 लाख से भी ज़्यादा मामले रिपोर्ट हो चुके हैं। लगता है कि जैसे राज्य की राजधानी मुंबई इस बात पर अड़ी हुई है कि भारत में कोरोना महामारी की दूसरी लहर का केंद्र भी उसे ही बनना है।
 
राज्य सरकार ने कई बार ये चेतावनी दे दी थी कि अगर संक्रमण के मामले कम न हुए तो पूर्ण लॉकडाउन लगाया जा सकता है।
 
मंगलवार को वही हुआ। मुख्यमंत्री उद्धव ठाकरे की सरकार ने कोरोना महामारी को फैलने से रोकने के लिए नई पाबंदियां लागू कर दीं।
 
हालांकि राज्य सरकार ने अनिवार्य सेवाओं और यात्राओं को जारी रखने की छूट दी है और निर्माण गतिविधियों पर भी कोई रोक नहीं लगाई गई है। यानी इस सेक्टर में सेठी बंधु जैसे मजदूरों को फिलहाल काम मिलता रहेगा और वे निर्माण स्थल पर ही रह सकेंगे।
 
भारत में पिछले साल व्यापक रूप से लॉकडाउन लगाया था। ऐसा लगा कि उसकी योजना ठीक से नहीं बनाई गई थी। इसके कारण एक करोड़ से ज़्यादा मजदूरों को बड़े शहरों से पलायन करके अपने घर वापस लौटना पड़ा था।
 
फटेहाल मजदूर, जिनमें औरत और मर्द दोनों ही थे, पैदल ही, साइकिलों पर, ट्रकों पर और बाद में ट्रेन से निकल पड़े। नौ सौ से ज़्यादा लोगों ने रास्ते में ही दम तोड़ दिया। इनमें से 96 लोगों ने तो ट्रेन में दम तोड़ दिया।
 
लॉकडाउन के दौरान हुए मजदूरों के पलायन ने साल 1947 के रक्तरंजित बंटवारे के दौरान शरणार्थी बनने पर मजबूर लाखों लोगों की याद दिला दी।
 
मानवाधिकार कार्यकर्ता हर्ष मंदर की राय में 'शायद ये अभूतपूर्व मानवीय संकट था जो बहुत से भारतीयों ने अपने जीवनकाल में देखा होगा।'

मुंबई एक बार फिर से लुटी हुई दिख रही है और सेठी बंधु एक तरफ़ कुआं तो दूसरी तरफ़ खाई की स्थिति में हैं।
 
पिछले साल के लॉकडाउन की डरावनी यादें उनका पीछा कर रही हैं। रोज़ी-रोटी और आने-जाने के साधन बंद हो जाने के कारण पिछले साल वे 2 महीने तक इसी शहर में फंसे रह गए थे और आख़िरकार उन्हें भीख मांगकर गुजारा करना पड़ा था।
 
संतोष सेठी की उम्र 43 साल हो गई है। वे बताते हैं, 'वो यकीनन एक बुरा अनुभव था। एक ख़राब दौर था।'
 
संतोष और टुन्ना उन 17 मजदूरों के समूह का हिस्सा था जो मुंबई की एक निर्माणाधीन इमारत की जगह पर रह रहे थे।
 
पिछले साल 24 मार्च को जब लॉकडाउन की घोषणा हुई तो उनकी हालत ऐसी हो गई थी कि न तो उनके पास खाना बचा था और न ही पैसे।
 
उनके ठेकेदार ने उन्हें 1 हज़ार रुपए दिए लेकिन इस रकम पर उनकी ज़रूरतों के लिहाज से हफ़्ते भर से ज़्यादा गुजर-बसर करना मुश्किल था।
 
बाहर कदम रखना और भी जोखिम भरा था, क्योंकि सड़क पर लॉकडाउन की पाबंदियों को तोड़ने वाले लोगों को पुलिस के डंडे का सामना करना पड़ता था।
 
परेशान और फिक्रमंद घरवालों से वीडियो पर बात करने के दौरान वे बिलख पड़ते थे। भूख उनके लिए 'सबसे बड़ी मुसीबत' थी।
 
चालीस बरस के टुन्ना सेठी बताते हैं, 'हम ज़्यादा वक्त भूखे ही रहते थे। दिन में एक ही बार खाना मिल पाता था। खाने-पीने की चीज़ें जुटाना एक भारी चुनौती थी।'
 
खाने की तलाश में सेठी बंधुओं की मुलाकात बेघर और लाचार प्रवासी मजदूरों के लिए काम कर रहे एक ग़ैर सरकारी संगठन के लोगों से हुई। 'खाना चाहिए' नाम के इस संगठन ने पिछले साल के लॉकडाउन के दौरान सेठी बंधुओं जैसे 6 लाख प्रवासी मजदूरों को मदद पहुंचाई थी और मुंबई के ज़रूरतमंद लोगों को 45 लाख प्लेट खाने की आपूर्ति की थी।
 
फटेहाली और लाचारी के उन दिनों में सेठी बंधुओं की मुलाकात सामाजिक कार्यकर्ता सुजाता सावंत से हुई।
 
सुजाता सावंत बताती हैं, 'वे लोग हमारे पास आ रहे थे और कह रहे थे कि वे इस शहर में मर जाएंगे और अपने परिवारवालों से कभी नहीं मिल पाएंगे। सेठी बंधु भी खाने की तलाश में हमारे पास आए थे और वे वापस अपने घर लौटना चाहते थे।'
 
सुजाता सावंत और उनके साथी कार्यकर्ताओं ने ज़रूरतमंद मजदूरों के लिए ऐसे पैकेट तैयार किए थे जिनमें चावल, मसूर की दाल, तेल, साबुन, चाय, चीनी और नमक जैसी ज़रूरी चीज़ें थीं। ताकि ये मजदूर अपने ठिकाने पर लौटकर नहा सकें और अपने केरोसिन स्टोव पर खाना बना सकें।
 
सुजाता सावंत बताती हैं कि 'पूरे शहर में इन मजदूरों के मालिकों और उनके ठेकेदारों ने अपने फोन बंद कर लिए थे और उन्हें लावारिस छोड़ दिया था। एक मजदूर साबुन मांगने के लिए आया। उसने बताया कि वो पिछले 20 दिनों से बिना साबुन के नहा रहा था। एक और आदमी ने बताया कि वो पिछले तीन दिनों से सार्वजनिक शौचालय नहीं जा पाया था क्योंकि उसके पास अपनी झुग्गी के पब्लिक टॉयलेट में जाने के लिए पैसे नहीं थे।'
 
सामाजिक कार्यकर्ताओं ने ये देखा कि स्थानीय राजनेताओं ने ग़ैरसरकारी संस्थाओं की ओर से भेजे गए राशन के पैकेट पर अपनी तस्वीर चिपका दी, ये पैकेट ब्लैक मार्केट में बेचे गए और कई बार तो उन इलाकों में बंटवाने से मना कर दिया, जिनके बारे में उनकी राय थी कि वहां उन्हें वोट नहीं मिलते।
 
भूख की राजनीति ने इन कोशिशों के रास्ते में बाधा खड़ी की।
 
'खाना चाहिए' के नीरज शेट्या बताते हैं, 'हमने पाया कि लॉकडाउन के दौरान राशन के पैकेट के वितरण में लोगों के साथ धर्म, लिंग, जाति और भाषा के नाम पर भेदभाव किया जा रहा था।'
 
दो महीने के संघर्ष के बाद सेठी बंधुओं को एक चार्टर प्लेन से उनके घर वापस भेजा गया। इस चार्टर प्लेन का इंतजाम मुंबई के वकीलों के एक समूह ने वहां फंसे मजदूरों को उनके घर वापस भेजने के लिए किया था।
 
वे भुवनेश्वर एयरपोर्ट पर सुबह 8 बजे पहुंचे। लेकिन वहां से 140 किलोमीटर की दूरी पर स्थित गंजम पहुंचने के लिए उनके पास न तो दाना-पानी था और न ही यातायात का कोई साधन।
 
टुन्ना सेठी बताते हैं, 'अधिकारियों ने हमारे साथ कुत्ते जैसा बर्ताव किया। उन्होंने बिस्कुट के पैकेट हमारी तरफ़ फेंक दिए और कहा कि हम बीमारी वाली जगह से आए हैं।'
 
सेठी बंधुओं के गंजाम पहुंचते-पहुंचते शाम ढल गई थी जहां उनकी मुलाकात परिवारवालों से हुई। लेकिन इससे पहले उन्हें एक स्कूल की इमारत में 14 दिन क्वारंटीन में गुजारना पड़ा।
 
सरकार ने उनकी ज़िंदगी की गाड़ी पटरी पर वापस लाने के लिए 2 हज़ार रुपए की मदद दी लेकिन ये पैसे जल्द ही खत्म हो गए।
 
5 भाइयों वाले उनके परिवार के पास एक एकड़ ज़मीन है। जो अनाज उपजता है, वो परिवार की रसोई में चला जाता है। कुछ महीनों तक संतोष ने एक पड़ोसी के खेत में 350 रुपए की दिहाड़ी के दर से काम किया। उनके जैसे वापस लौटने वाले कुछ लोगों ने सड़क बनाने का काम किया और कुछ को रोज़गार गारंटी स्कीम का सहारा मिला। महीनों इसी तरह गुजर गए।
 
जनवरी में उनके ठेकेदार ने उन्हें फिर से फोन किया। लग रहा था कि महामारी अब सुस्त पड़ रही है। संक्रमण के मामले कम हो रहे थे। निर्माण गतिविधियां फिर से शुरू होने लगी थीं। सेठी भाइयों ने एक बार फिर से मुंबई की ओर रवाना होने के लिए खचाखच भरी ट्रेन पकड़ी और 2 दिनों के सफ़र के बाद उसी ज़िंदगी में लौट आए।
 
इस बार उनका ठिकाना बना शहर के बाहरी इलाके की एक सोलह मंज़िला निर्माणाधीन इमारत। एक ठेकेदार के पास उनके पिछले साल की मजदूरी का पैसा अभी भी बाकी है। इस बार भी रोज़ की दिहाड़ी में कोई बदलाव नहीं हुआ है। सेठी भाइयों के पास और कोई चारा नहीं था, उन्होंने दोबारा से काम शुरू कर दिया।
 
परिवार को फिर से पैसे भेजा जाने लगा। बीते सालों में उन्होंने अपनी मेहनत की कमाई से बच्चों को प्राइवेट स्कूल में पढ़ाया था, मां-बाप के लिए दवाएं खरीदी थीं, गांव में एस्बेस्टस की छत वाला एक पक्के का मकान बनवाया था।
 
मैंने उनसे पूछा कि पिछले साल की तरह पाबंदियां लगाए जाने के आसार हैं, क्या आप लाचार नहीं महसूस कर रहे हैं। मुंबई से जाने वाली बसों और ट्रेनों में घर लौटने के लिए परेशान मजदूरों की बाढ़ उमड़ रही है।
 
उन्होंने जवाब दिया, 'किसी को हमारी परवाह नहीं है। क्या आप हमारे ठेकेदार से हमारी मजदूरी दिलाने में मदद करेंगे?'
 
टुन्ना सेठी ने पूछा, 'मुझे मधुमेह है। मुझे दवाएं खरीदनी है। मेरे खर्च मेरे भाई से ज़्यादा हैं।'
 
टुन्ना की बात पर संतोष सहमति जताते हैं।
 
उनके लिए ये दुनिया अनिश्चितताओं और परेशानियों से भरी हुई है। और इस सब के बीच भूख का डर परवान चढ़ रहा है।
