छोटी अवधि के लिए जिस दर पर बैंक, रिज़र्व बैंक से लोन लेते है उसे रेपो रेट कहते हैं। अगस्त 2018 से इस दर में रिज़र्व बैंक ने कोई तब्दीली नहीं की थी। बुधवार 4 मई को अचानक रिज़र्व बैंक ऑफ़ इंडिया ने इसे 40 बेसिस प्वाइंट बढ़ाने का फैसला लिया। माना जा रहा है कि बढ़ती महँगाई को काबू में करने के लिए ये फैसला लिया गया है।
 
लेकिन अर्थव्यवस्था के कुछ जानकारों का कहना है कि रेपो रेट बढ़ने का सीधा असर आपकी ईएमआई पर भी पड़ेगा, जो आने वाले दिनों में बढ़ सकती है।
 
इस वजह से ये जानना ज़रूरी है कि 'ईएमआई बढ़ा कर महंगाई को काबू में करने' का ये फंडा कैसे काम करता। आसान भाषा में सवाल जवाब के ज़रिए पूर्व केंद्रीय वित्त सचिव सुभाष चंद्र गर्ग आरबीआई के इस फैसले को कुछ इस तरह से समझाते हैं।

जवाब : भारत में 50-55 फ़ीसदी लोन (कर्ज़) रेपो रेट से सीधे तौर पर लिंक्ड रहते हैं। ऐसे लोन पर रेपो रेट के बढ़ने का सीधा असर पड़ेगा। जैसे कार और घर का लोन। अगर आपने घर और कार ख़रीदने के लिए लोन लिया है और वो फ़्लोटिंग दर पर है, तो आपकी ईएमआई तुरंत ही बढ़ जाएगी। लेकिन अगर आपका लोन फिक्सड दर पर है तो तुरंत ईएमआई पर असर नहीं पड़ेगा। उसके लिए बैंक को ब्याज दर बढ़ाने का फैसला लेना होगा।
 
उदाहरण के लिए अगर आपने 20 लाख का लोन घर ख़रीदने के लिए लिया है और बैंक का ब्याज दर 7 फ़ीसदी है, तो नीचे दिए गए टेबल से आप आसानी से समझ सकते हैं कि आपकी ईएमआई कितनी बढ़ेगी।
 
सवाल 2 : क्या जनता को इस फैसले से कोई फ़ायदा होगा?
जवाब : आम लोग बैंक में अपना पैसा 'फिक्स्ड डिपोज़िट' (एफडी) कराते हैं। बैंक उस पर जो ब्याज देते हैं वो भी अमूमन फिक्स्ड रेट पर ही रहता है। रेपो रेट बढ़ने की वजह से पहले से की गई एफडी पर पहले वाला ही ब्याज दर मिलता है। वो लोन की ब्याज दर की तरह अपने आप नहीं बढ़ता है।
 
हाँ, अगर नई एफ़डी के लिए बैंक, ब्याज दर बढ़ाने की घोषणा करते हैं, तो एफ़डी कराने वालों को फ़ायदा मिल सकता है। उसी तरह से उम्मीद जताई जा रही है कि भविष्य में पीपीएफ़, ईपीएफ पर भी ब्याज दरें बढ़ाने का कोई एलान हो सकता है। कुल मिला कर बैंकों या सरकारी खातों में जमा पैसे पर इसका असर अभी तुरंत नहीं होता दिख रहा।
 
भविष्य में अगर बैंकों में जमा राशि पर कुछ पॉज़िटिव असर दिखेगा भी तो वो लोन पर होने वाले नुक़सान के मुकाबले कम ही होगा। ऐसा इसलिए भी क्योंकि जमा राशि पर ब्याज दर कम है और देश में महंगाई दर से ज़्यादा हैं तो आपका ख़र्चा तो मूल धन से ही हो रहा है।
 
सवाल 3 : क्या अब महंगाई काबू में आ पाएगी?
जवाब : पिछले 10 महीने से थोक महंगाई दर 13-14 फ़ीसदी के आसपास बनी हुई है। ख़ुदरा महंगाई दर भी 6-7 फ़ीसदी पर पहुँच गई है।
 
महंगाई बढ़ने का वैसे तो सीधा रिश्ता डिमांड सप्लाई में गैप से हैं। लेकिन एक आम धारणा ये भी हो कि महंगाई का सीधा संबंध जनता के हाथ में रहने वाले पैसे से होता है। आपके पास पैसा होगा, तो आप ख़र्च करेंगे, ख़र्च करेंगे तो डिमांड बढ़ेगी, लेकिन सप्लाई पूरी नहीं हो पाएगी तो महंगाई बढ़ेगी। सप्लाई में कमी के अलग अलग कारण हो सकते हैं - जैसे सप्लाई चेन में रुकावट, कामगारों की समस्या, उत्पादन में कमी। डिमांड के मुताबिक सप्लाई बनी रहेगी तो महंगाई काबू में रहेगी।
 
रेपो रेट बढ़ाने से पैसे की डिमांड कम हो जाएगी। पैसे कम होंगे तो लोग घर, स्कूटर, कार कम ख़रीदेंगे। कम लोन लेंगे। डिमांड कम होगी तो महंगाई कम रहेगी। हालांकि हकीकत में पैसे और महंगाई के बीच का ये रिश्ता इतना कारगर नहीं दिखता है।
 
सवाल 4 : महंगाई के लिएरूस यूक्रेन संकट कितना ज़िम्मेदार ?
जवाब : अभी जो महंगाई बढ़ी है उसका सीधा संबंध जनता के हाथ में आने वाले पैसे से कम और वैश्विक परिस्थितियां जैसे रूस-यूक्रेन जंग, तेल के उत्पादन में कमी और स्थानीय परिस्थितियों की वजह से ज़्यादा है। उदाहरण के तौर पर रूस-यूक्रेन जंग के बीच पश्चिमी देशों ने रूस से तेल और गैस की सप्लाई धीरे-धीरे कम करने का फैसला लिया है।
 
पिछले दो साल से कोविड के कारण तेल उत्पादन बढ़ाने और वैकल्पिक ऊर्जा के सोर्स पर निर्भरता बढ़ाने की दिशा में दुनिया की काफ़ी अर्थव्यवस्थाओं ने ध्यान नहीं दिया। तेल की डिमांड ज़्यादा और सप्लाई कम होने की वजह से दाम बढ़े, जिस वजह से रोजमर्रा के ज़रूरी सामान की कीमतें भी बढ़ीं।
 
उसी तरह से गेहूं की पैदावार पिछले कुछ सालों से भारत में ज़रूरत से ज़्यादा ही थी। लेकिन रूस-यूक्रेन जंग के बीच दुनिया के दूसरे देशों में यूक्रेन और रूस से गेहूं की सप्लाई नहीं जा सकी। भारत ने इस अपदा में अवसर देखा और भारत से गेहूं मिस्र जैसे देशों में निर्यात करना शुरू किया। इस वजह से गेहूं से जुड़ी चीज़ों के दाम बढ़ गए हैं। गर्मी के कारण भी उत्पादन में कमी आई है।
 
खाने की तेल की कीमतें भी पाम ऑयल पर इंडोनेशिया सरकार के फैसले से प्रभावित है। इस वजह से फिलहाल जो भारत में महंगाई है, उसका सीधा असर जनता के हाथ में आने वाले पैसे से नहीं है। दूसरी परिस्थितियां भी ज़िम्मेदार है। इसलिए रेपो रेट बढ़ाने से महंगाई कम होगी, इसमें अभी भी संदेह है। आने वाले कुछ दिनों में महंगाई का ग्राफ़ बढ़ता ही दिख रहा है।
 
सवाल 4 : सस्ती ब्याज़ दरों का दौर क्या अब ख़त्म हो गया है?
जवाब : हां, इसमें कोई दो राय नहीं है कि आने वाले समय में ब्याज दरों का और बढ़ना तय है। भारत में लोन की डिमांड बढ़ ही रही थी। निर्माण कार्यों में तेज़ी देखने को मिल रही थी। जब लोन की डिमांड बढ़े तो सस्ते लोन देकर किसी का भला नहीं होने वाला था। बैंक को भी अपना 'सिस्टम कॉस्ट' रिकवर करना होता है। अभी आने वाले दिनों में ब्याज़ दरें और बढ़ेंगी, जिसकी उम्मीद में दुनिया के दूसरे देशों के बाज़ारों में भी ब्याज दरें बढ़ रही है। दुनिया के दूसरे देशों से भारत में जो पैसा आता है उस पर भी ब्याज दरों की बढ़ोतरी का असर पड़ता है। इस वजह से भारत को भी ब्याज दरें बढ़ानी ही पड़ी, नहीं तो इकोनॉमिक सिस्टम गड़बड़ हो जाता है।
 
सवाल 5 : क्या सरकार के पास यही एक मात्र विकल्प था?
जवाब : महंगाई को कम करने के लिए सरकार के पास और दूसरे उपाय हैं, जिनमें से कई का इस्तेमाल भारत सरकार कर भी रही है। जैसे खाद के दाम पिछले दिनों काफ़ी बढ़े। भारत बाहर के देशों से भारी मात्रा में खाद आयात करता है। लेकिन बढ़ी हुई कीमतों को सरकार ने किसानों तक नहीं पहुँचने दिया। वरना किसानी की लागत बढ़ती और चीज़ों के दाम और बढ़ते। सरकार ने खाद पर सब्सिडी जारी रखी। ये भी महंगाई कम करने का एक तरीका था।
 
उसी तरह से फ्री राशन स्कीम की अवधि केंद्र सरकार ने जारी रख कर, खाने की ज़रूरी चीज़ों की डिमांड कम रखी। ग़रीबों को इस कदम से काफ़ी राहत मिली। महंगाई को कंट्रोल में रखने का ये दूसरा उपाय था।
 
पिछले साल नवंबर में पेट्रोल डीजल पर केंद्र सरकार ने एक्साईज ड्यूटी कम की थी। वो भी महंगाई कंट्रोल में रखने के लिए एक कदम है। लेकिन केंद्र सरकार के पास इसे और कम करने की गुंजाइश अब भी है। केवल महंगाई के लिए नहीं बल्कि भारत की अर्थव्यवस्था के लिहाज से भी ये ज़रूरी है।
 
सवाल 6 : आरबीआई के ताज़ा फैसले काबैंकों पर क्या असर पड़ेगा?
जवाब : आरबीआई ने रेपो रेट के साथ कैश रिज़र्व रेश्यो (सीआरआर) भी बढ़ा दिया है। सीआरआर अब 4 फीसदी से बढ़ाकर 4.5 फीसदी हो गया है।
 
बैंकों पर आरबीआई के इस तरह के फैसले के कई तरह से असर होते हैं। बैंकों का बहुत सारा निवेश बॉन्ड्स में होता है। जब भी ब्याज दरें बढ़ती हैं, तो उनके बान्ड्स की वैल्यू घट जाती है। इसका सीधा असर बैंक के प्रॉफिट पर पड़ता है।
 
सीआरआर वो निश्चित रकम है जो बैंकों को नक़दी के रूप में आरबीआई के पास रखनी ही होती है। ज़ाहिर है इस पर ब्याज भी नहीं मिलता।
 
सीआरआर बढ़ाने की वजह से अब बैंकिंग सिस्टम में 87 हज़ार करोड़ रुपये कम हो जाएंगे। इसका भी असर बैंकों के बही-खाते पर पड़ेगा।
 
लेकिन रेपो रेट बढ़ने से बैंक लोन पर ब्याज़ दरें बढ़ा पाएंगी। तो इस तरह उनका फ़ायदा बढ़ सकता है। नुक़सान और फायदे को तौलें, तो रेपो रेट बढ़ाना बैंकों के लिए घाटे का सौदा नहीं होता है।
